The Department of Government Efficiency (DOGE) investigation confirmed that the CIA attempted several coups against President Donald Trump’s first administration by using the U.S. Agency for International Development (USAID) as a vehicle.

DOGE Probe Investigation Findings

The findings sparked controversy, particularly as Officials dismissed over 1,000 USAID staff following an intense security confrontation between the agency and Elon Musk’s DOGE team. The situation raised national security concerns and triggered a congressional inquiry into the agency’s actions.

At the behest of President Trump, Elon Musk’s DOGE team moved to dismantle USAID, which Musk described as “criminal.” The team’s actions peaked when they seized control of the Phoenix financial management system used by USAID, stopping the agency from processing financial transactions.

USAID Dismantling Efforts

This halt left staff concerned about payment delays for global initiatives, including the distribution of antiretroviral drugs and other essential health supplies.

An internal email informed USAID employees that the agency’s Washington headquarters would close temporarily, with most staff working remotely. The closures, part of Musk’s push to close the agency, caused uncertainty among workers and raised questions about the future of USAID’s global operations.

Operational Disruptions at USAID

Observers noted the moves against USAID, as legal challenges erupted. The American Foreign Service Association (AFSA) and the American Federation of Government Employees (AFGE) filed a lawsuit claiming that President Trump lacked the constitutional authority to abolish the agency without congressional approval. 

Despite this, Secretary of State Marco Rubio defended the administration’s actions, stating that the U.S. continued its foreign aid programs, but only those that aligned with American priorities and were fully justified.

Administration and Congressional Response

As the fallout from the DOGE team’s intervention continued, USAID’s workforce was expected to shrink from around 10,000 to fewer than 300 globally.

The lawsuit filed in Washington demanded the reinstatement of USAID operations, including the reopening of the agency’s buildings and the continuation of global aid programs.
