CLARITY Act Faces Senate Test

The Senate scheduled a cloture vote on the CLARITY Act for Tuesday at 2:15 PM ET, requiring 60 votes to advance to full floor debate. Senate Democrats met in Minority Leader Chuck Schumer’s office and are preparing a counterproposal, despite Republicans calling their latest revision a “last, best, and final offer.”

Senator Mark Warner said Democrats “engaging in good faith” are sending a counterproposal, with some members still unsatisfied by the bill’s crypto ethics provisions.

Senator Cynthia Lummis said the current text already reflects 114 individual concessions to Democrats and expressed uncertainty about whether Tuesday’s vote will secure the needed 60 votes.

SEC Chair Paul Atkins urged Congress to advance the bill but said the agency’s crypto agenda, including its three-pillar “Project Crypto” framework, will continue regardless of the outcome.

Liquid Network Ransom Standoff Continues

Blockstream reiterated it will not pay a ransom to recover the roughly 598.5 BTC still held by the Liquid Network attacker, worth approximately $47.3 million, calling the refusal to return assets a criminal act rather than responsible disclosure.

The company said it will pursue law enforcement, exchanges, and on-chain forensics teams to trace the funds and the parties responsible if they are not returned voluntarily.
