Eight Chinese departments, including the Ministry of Commerce, have released the “Implementation Opinions on Accelerating the Development of ‘Artificial Intelligence (AI) + Consumption.’” The group released a document outlining 17 specific measures across five aspects. The primary aim of the initiative is to promote AI in thousands of Chinese households and stores.
According to reports, the aforementioned five aspects include enhancing artificial intelligence + commodity consumption and expanding artificial intelligence + service consumption. The released “Opinion” addresses both supply and demand needs in the sector and clears the structural bottlenecks in the application of AI, such as “products without markets” or “demand without supply.”
Addressing Key Areas
The key areas addressed in the released “Opinion” include the consumer goods sector, where the group proposed expanding the supply of smart terminals and promoting the transformation of consumer electronics products from functional to intelligent. The proposal also includes developing a new consumer market for humanoid robots to accelerate the penetration of robots from industrial to consumer scenarios.
The group also addressed AI needs in the service consumption sector, proposing practical measures focusing on five major scenarios: home-based services, elderly care, cultural tourism, accommodation and catering, and education.
According to Lin Jian, Vice President of the Academy of International Trade and Economic Cooperation of the Ministry of Commerce, service consumption is the core driver of China’s consumption growth. However, he noted that the insufficient supply of high-quality solutions remains a major weakness.
Business Innovation and Environmental Protection
Another area of concern addressed by the group is business innovation, with a focus on retail, e-commerce, and logistics. The “Opinions” propose embedding technological innovation in the transformation and upgrading of the existing business system. It further suggested leveraging the scenario advantages of e-commerce in the application of artificial intelligence, among other recommendations.
Meanwhile, the group added the building of “AI +consumption” clusters and AI experience centers to address China’s promotion and environmental promotion needs in its proposal. It suggested coordinating with existing policies to promote widespread application of AI technology in the consumer sector.
Jian noted that the “Opinions” have built a policy framework of “artificial intelligence + consumption” through multi-departmental collaboration. According to him, the move will help to open up policy channels for technological innovation and consumption upgrading.
