Circle (NYSE: CRCL) CEO Jeremy Allaire said the stablecoin industry is still in its early stages, even after the company reached a major U.S. banking milestone. The announcement helped send Circle shares up about 10% on July 21.

Speaking to CNBC after Circle received approval to establish Circle National Trust, Allaire said the new national trust bank will help the company comply with the GENIUS Act. He added that it should also support broader institutional adoption of digital dollars.

OCC Charter Marks Major Milestone

Allaire called the approval a landmark moment for Circle and the crypto industry. He said Circle National Trust, formally chartered as First National Digital Currency Bank, is the first de novo digital asset bank approved by the Office of the Comptroller of the Currency (OCC) in U.S. history.

According to Allaire, the charter allows Circle to directly manage USDC as a national trust bank. It also enables the company to provide custody services for stablecoins, digital assets, and other tokenized assets.

He added that Circle has long believed fully reserved digital dollars require a federal regulatory framework and a federal charter instead of a fractional-reserve banking model.

GENIUS Act Could Drive Adoption

Allaire said Circle’s banking structure meets the requirements of the GENIUS Act, which takes full effect in January 2027.

Under the law, large stablecoin issuers must be supervised by a national banking regulator such as the OCC. Allaire said Circle is preparing its regulatory and fiduciary framework well before the rules take effect.

He argued the legislation could significantly expand stablecoin adoption. Banks, payment companies, capital markets firms, enterprises, and public companies could all use regulated stablecoins as digital cash within the financial system.

“We’re now… still in the early stages of the stablecoin market,” Allaire said. He added that analysts expect the market to grow from about $1 trillion today to several trillion dollars over the coming years.

CRCL Stock Rallies on the News

Circle shares climbed about 10% on July 21 to a high of $72.68. At current prices, Circle has a market capitalization of over $18 billion. Despite today’s rally, the stock remains well below its 52-week high of roughly $211.

The rally suggests investors view the national trust charter as an important catalyst. It could strengthen Circle’s competitive position ahead of the GENIUS Act’s implementation.
