Ethereum co-founder Vitalik Buterin has said the Ethereum Foundation is decreasing its budget by roughly 40%. Buterin stated this in his latest post on X, noting that the planned adjustment entails “some difficult decisions.”

Transitioning Into Long-Term Orientation

According to Buterin, the goal of the planned budget reduction was set out in the Foundation’s Treasury Management Policy from last year. He noted that the Ethereum Foundation is transitioning into being a “long-term-oriented endowment-based organization,” shifting from its pre-2026 average of spending approximately 15% of its remaining funds each year, toward a post-3030 target of around 5% per year.

Transitioning to an endowment-based organization restructures the Ethereum Foundation model for generational sustainability rather than rapid ecosystem funding. Meanwhile, it is worth noting that the budget cut follows public scrutiny over the Foundation’s historical ETH sales. According to Buterin, the Ethereum Foundation controls only 0.16% of the total ETH supply and must choose “longevity over breadth.”

There Will Be Consequences for Adjustment

Buterin acknowledged the consequences of the planned budget adjustment, noting that it will come with significant sacrifices. The process involves key operational and technical changes, including the dissolution of the standalone Privacy and Scaling Explorations (PSE) unit. The Foundation will transition from broad exploration to the development of zero-knowledge proof.

Additionally, the Ethereum Foundation will adjust its multi-client model, relying on a division of labor and AI-assisted verification to maintain protocol security with a smaller engineering team. This may lead to an exodus of several engineers from the ecosystem, according to Buterin, who acknowledged their input and hoped they find paths that bring them fulfillment and happiness.

Internalizing the Ethereum Foundation’s Resources

In the meantime, the Ethereum Foundation plans to significantly reduce its involvement in large-scale projects outside the core protocol. Buterin intends to fund such outside initiatives from personal coffers going forward. Meanwhile, he frames the contraction as a healthy step toward intentional decentralization, stating that the Ethereum Foundation will henceforth adopt a minimalist approach focused tightly on its core (Censorship Resistance, Open-source software, Privacy, and Security (CORPS) mandate.
