Chief Minister of Maharashtra, Devendra Fadnavis, has sanctioned the proposal for a new Digitization and Exchange of Land Token Assets (DELTA) Act in the state. According to reports, the new Act aims to boost Maharashtra’s goal of achieving a $1 trillion economy by 2030.
Maharashtra CM’s DELTA Proposal Directive
While posting about the latest development, Fadnavis said he instructed officials to propose the DELTA Act to unlock and harness the latent value of immovable properties for public benefit. He also directed them to constitute an expert committee comprising representatives from SEBI, BSE, and NSE, along with experienced professionals and domain experts, to prepare a comprehensive legislative framework.
In the meantime, Fadnavis acknowledged the global emergence of tokenization as a means of creating new revenue opportunities while enhancing the value of land and real estate assets. He noted that under the proposed framework, immovable properties will be tokenized using blockchain technology.
The Chief Minister further stated that the entire ecosystem will run on a fully digital blockchain-enabled framework, and transactions will be executed using tokens linked to the value of immovable properties. Hence, he directed officials to study global laws, regulations, and best practices so that Maharashtra becomes the first state in India to introduce such legislation.
DELTA’s Effect on Economy, Finance, and Regulation
Notably, Fadnavis’ latest directive could have significant economic, financial, and regulatory implications for the people of Maharashtra. It will enable property owners to fractionalize and trade immovable assets on-chain, freeing up capital locked in traditional real estate. The move is also expected to increase transaction volumes and digital asset trades, significantly enhancing the state’s tax and non-tax revenue streams.
From the regulatory angle, Maharashtra will become the first state in India to pioneer tokenized property regulations, positioning it as a policy leader. Fadnavis’ directive promotes multi-agency institutional alignment and cross-departmental action—the Urban Development Department and the Law and Judiciary Department have been ordered to fast-track drafting to ensure watertight legal security and ownership definitions on the blockchain.

It is worth noting that property tokenization has the potential to reduce the time-consuming processes typically involved in buying, selling, or using properties as collateral. Also, moving real estate transactions on-chain guarantees permanent, verifiable, and secure records of ownership, reducing land fraud.
Meanwhile, Fadnavis’ directive forces local frameworks to study and mirror international blockchain best practices, keeping the state competitive with developed economies.
