The National Organization of Black Law Enforcement Executives has become the first major law enforcement organisation to formally endorse the CLARITY Act, adding a voice to a legislative debate that has seen other law enforcement groups raise concerns about the bill.
The Letter to Senate Leaders
In a letter dated 1 July 2026 and addressed directly to Senate Majority Leader John Thune and Minority Leader Charles Schumer, NOBLE National President Reneé Hall wrote that the organisation had carefully reviewed the Digital Asset Market CLARITY Act and formally endorsed it.
The letter acknowledged that members of the law enforcement community hold differing views on certain provisions, but concluded that those concerns do not override the bill’s overall value for investigators.
“The CLARITY Act contains several provisions that would provide law enforcement with meaningful new capabilities while preserving longstanding criminal enforcement authorities,” the letter states.
What NOBLE Says the Bill Does
NOBLE’s letter outlined specific operational benefits it believes the legislation would bring. Among them: expanded regulatory obligations on additional participants in the digital asset industry, enhanced digital asset forfeiture authorities, new compliance requirements designed to improve transparency, and additional oversight of digital asset kiosks. Collectively, NOBLE argued these provisions would improve investigative visibility and give law enforcement new tools to combat financial crime.

“The legislation does not alter the longstanding federal criminal authorities that investigators and prosecutors rely upon every day,” the letter states, naming statutes covering money laundering, unlicensed money transmitting businesses, conspiracy, aiding and abetting, and sanctions enforcement as all remaining fully intact.
The BRCA Dimension
The CLARITY Act includes the Blockchain Regulatory Certainty Act, which aims to establish clearer rules for blockchain developers and service providers. Some law enforcement groups have raised concerns about the BRCA’s provisions, arguing they could create gaps in oversight. NOBLE’s endorsement implicitly pushes back against that reading by affirming that existing criminal statutes remain untouched.
Political Support
Senator Cynthia Lummis, one of the bill’s strongest supporters, added, “America has led every great technological revolution, the railroad, the internet, the smartphone,” she wrote. “Digital assets are next. The CLARITY Act makes sure we don’t hand that lead to someone else.”
NOBLE also said that continued collaboration between Congress, the Justice Department, Treasury, FinCEN, state and local law enforcement agencies, prosecutors, regulators, and industry stakeholders will be critical to ensuring investigators receive appropriate training, guidance, and resources as the digital asset industry continues to evolve.
