Senate Republicans are set to meet with President Donald Trump at the White House on Thursday as negotiations over the Clarity Act continue ahead of Congress’s August recess. The meeting comes during a critical stage for the crypto market structure legislation, with lawmakers still working through unresolved provisions that could determine whether the bill gains enough bipartisan backing to advance in the Senate.

Among the remaining issues is an ethics provision tied to Trump’s business interests in the digital asset industry, a measure that several Senate Democrats have said is necessary before they will support the legislation’s final passage. As discussions continue behind closed doors, lawmakers are also weighing when to release an updated draft while racing against a narrowing legislative calendar.

White House Meeting Focuses on Legislative Progress

Sen. Bernie Moreno of Ohio said a group of senators would meet with Trump on Thursday afternoon to discuss the bill’s progress and its potential path forward.

According to Moreno, the discussion will cover the legislation as a whole, noting that the president has remained actively involved throughout the negotiations.

Sen. Cynthia Lummis of Wyoming, one of the principal architects of the Clarity Act, is also expected to attend the meeting, according to a Senate Republican aide familiar with the plans.

Ethics Provision Remains Central Issue

Negotiators continue working through one of the bill’s most pressing unresolved questions: whether the legislation should include language addressing Trump’s business connections to the cryptocurrency sector.

Lummis said senators are still deciding whether to release a revised draft before the ethics language is finalized. She explained that one option would circulate the bill with bracketed language showing that the ethics section will be added later, while another would delay publication until agreement is reached.

Senate Faces Tight Timeline Before August Recess

Republican lawmakers are aiming to move the legislation before Congress leaves Washington after the first week of August.

Sen. Thom Tillis said he hopes negotiators can reach an agreement by the end of the week, adding that doing so is important if the Senate intends to bring the bill to the floor before the recess.

Meanwhile, Democratic support remains tied to the ethics debate. Earlier this week, several Democratic senators publicly urged opposition to the Clarity Act unless it addresses Trump’s financial ties to the cryptocurrency industry. However, Sen. Ruben Gallego and Sen. Angela Alsobrooks, who previously supported the bill in committee, have maintained that an ethics provision is required before they can back the legislation on final passage.
