Bitcoin jumped after President Donald Trump said the U.S. government is reviewing plans to purchase Bitcoin and other digital assets at a large scale, adding a new policy catalyst to the market. BTC traded at $69,533.54, up 8.27% over 24 hours, as traders reacted to the possibility that federal purchases could add direct demand.

However, Trump disclosed no purchase size, timing, funding source, or legal structure, leaving the rally dependent on whether the proposal advances beyond review.

Trump made the remarks at a White House technology industry event on Aug. 19, where he also urged Congress to pass the CLARITY Act. He described the bill as a framework that could help the United States maintain its position in digital assets while reducing uncertainty around market structure.

Ripple CEO Brad Garlinghouse attended alongside Trump, SEC Chair Paul Atkins, CFTC Chair Michael Selig, Coinbase CEO Brian Armstrong, and other industry leaders. Garlinghouse later said 67 million Americans hold crypto, showing the size of the domestic market.

The proposed purchase plan would build on the Strategic Bitcoin Reserve and United States Digital Asset Stockpile created in March 2025. Those frameworks allow the government to hold seized digital assets, while Trump’s latest remarks introduce the possibility of direct market purchases.

Bitcoin Rally Still Needs Price Confirmation

The immediate move shows traders responded to the announcement, but the next test is whether Bitcoin can maintain the rally after the headline fades. A long-term move above its key resistance zone, supported by higher trading volume, would provide clearer signs that policy news is driving durable demand.

By contrast, a failed breakout would raise the risk of a buy-the-news, sell-the-news reversal. That distinction matters because Trump said the government is reviewing purchases, not that it has approved or begun them.

Policy Details Remain the Main Market Trigger

The U.S. government already holds 328,372 BTC, according to Bitwise, but those coins came mainly from criminal forfeitures rather than market purchases. Any direct buying program would therefore change how the reserve grows.

Legal and funding questions also remain unresolved. Experts cited in the information say the executive branch would need congressional authority to use Treasury funds for direct Bitcoin purchases.

For traders, price confirmation and policy follow-through remain the key signals. Funding sources, custody arrangements, legal authority, and congressional action on the CLARITY Act will help determine whether the rally develops into a confirmed Bitcoin breakout or loses momentum.
