Coinbase Chief Executive Officer Brian Armstrong said the crypto market may be “on the cusp” of its next bull run after Bitcoin climbed above $72,000.

In a CNBC interview, Armstrong said he expects the CLARITY Act to win more than 60 Senate votes in September. The Senate is scheduled to vote on the bill Sept. 15, with Trump administration ethics concerns remaining one of the issues surrounding the legislation.

CLARITY Act Faces Key Vote

Armstrong said the White House has offered an ethics proposal that could help address concerns over President Donald Trump’s crypto investments. He also pointed to the length of Bitcoin’s downturn as a potential bullish signal, saying previous bear markets lasted about 370 to 380 days.

Coinbase Looks Beyond Bitcoin

Bitcoin spot trading now generates about 12% of Coinbase’s revenue, as the exchange expands into derivatives, stablecoins, prediction markets and tokenization.

Armstrong also highlighted “agentic finance,” where AI systems could conduct transactions independently. Coinbase plans to launch tokenized equities in Abu Dhabi for customers outside the US, adding another area to its digital-asset strategy.

The push comes as Coinbase shares have fallen more than 25% this year, even as the company broadens its business beyond traditional crypto trading.
