The White House has accused Chinese AI startup Moonshot AI of secretly using Anthropic’s Fable model to develop its Kimi K3 system. The allegation escalates Washington’s concerns about Chinese companies gaining access to advanced American AI capabilities through large-scale model distillation.
Allegations Draw Fresh Scrutiny
Michael Kratsios, who leads the White House Office of Science and Technology Policy, said officials found evidence pointing to Moonshot’s alleged activity. He claimed the startup operated an internal system that extracted capabilities from American models while shifting access methods to avoid detection.
However, the White House has not publicly released evidence supporting those claims. Moonshot also has not publicly addressed the latest allegations.
Anthropic previously accused Moonshot of creating millions of Claude interactions through fraudulent accounts. The company said those exchanges targeted reasoning, coding, tool use, and computer vision capabilities.
Kimi K3 Raises Technology Concerns
Meanwhile, Moonshot’s release of Kimi K3 has intensified attention around the dispute. The 2.8 trillion-parameter model targets advanced reasoning, coding, and knowledge work.
Additionally, independent tests have ranked K3 among strong systems for web development and complex tasks. Consequently, Washington may face growing pressure to strengthen safeguards around access to advanced AI models.
