Major technology companies have intensified efforts to shape U.S. artificial intelligence policy by urging lawmakers to support open AI models instead of imposing broad restrictions. Nvidia, Microsoft, Meta, IBM, and several other organizations jointly argued that open development encourages competition, lowers costs, and strengthens innovation. 

Their appeal arrives as policymakers debate stricter oversight following growing concerns about cybersecurity, model misuse, and foreign competition. Consequently, the discussion now centers on balancing innovation with national security while preserving America’s leadership in artificial intelligence.

Industry Letter Pushes Open Development

Nvidia CEO Jensen Huang joined leaders from more than two dozen companies in signing a letter urging Congress to avoid sweeping limits on open AI models. Besides promoting innovation, the group argued that developers and researchers benefit from transparent systems that improve through continuous public testing. Moreover, the letter maintained that targeted legal protections offer a better solution than broad restrictions addressing technology theft.

Growing Policy Debate Continues

However, lawmakers continue weighing stronger safeguards after recent cybersecurity concerns involving advanced AI systems. Additionally, the Trump administration reportedly considers measures targeting some Chinese open-model developers over intellectual property concerns. 

Hence, technology companies believe open models can improve security because independent experts identify weaknesses faster while organizations maintain greater control over deployment and operating costs.
