Russia’s central bank has clarified that investors cannot move cryptocurrency from regulated accounts into their own self-custody wallets under the country’s new crypto-market law. The guidance, updated on October 12, cites Article 31(9) of Federal Law No. 282-FZ, which took effect on September 1, 2026.
The rules apply to regular crypto investment accounts, including those held by experienced investors. However, people who pass the required tests can still transfer their crypto to wallets managed by approved foreign custodians.
Russia Restricts Crypto Transfers
The Bank of Russia also bars transfers between individuals through addresses managed by registered digital depositories. Exceptions cover certain foreign-trade settlements and mining-related transactions.
