A permission meant to let certain accounts destroy tokens could also allow them to create new ones on XRP Ledger. Developers are working to close the loophole through the fixCleanup3_4_0 amendment, which currently targets November 4 for activation.
The problem centers on PaymentBurn, a permission that allows delegates to burn issued tokens for an issuer. However, the same permission can enable unauthorized token creation under certain conditions. XRPL therefore recommends that account owners avoid granting it until the fix takes effect.
Validator Votes Keep November Deadline in Sight
The amendment currently has backing from 33 of 35 trusted validators tracked by XRPLWin. Their support represents 94.29%, comfortably above the required 80%.

XRPLWin places the expected activation time at approximately 14:46 UTC on November 4. That estimate could change if validator support weakens during the two-week waiting period.
The process has already faced one setback. Support dropped below the required level on October 21, forcing the earlier countdown to restart.
Other Corrections Included in the Update
The amendment goes beyond the PaymentBurn problem. It also tackles rounding errors that affect Single Asset Vault deposits, withdrawals and clawbacks.
The update also fixes trading-pool calculations related to clawbacks and remaining liquidity provider balances. It includes changes to loan default checks and withdrawals from fully impaired vaults.
The flaw does not affect XRP’s native supply. It is limited to issued tokens created through trust lines and the MPT framework.
