The FBI has announced a successful “Operation Blackout,” dismantling an international fraud machine targeting Americans from different parts of the world. The agency said it neutralized a criminal unit that built fortified compounds, trafficked human beings, and forced slave labor.

Details of the operation include seizing over $15 billion in assets and crypto, shutting down over 500 fake investment websites, arresting hundreds of individuals, and freeing thousands of trafficked workers. The FBI also claimed it alerted over 10,000 Americans targeted by the criminals, saving over $500 million in potential losses, and coordinating with over 20 countries in the fight against cybercriminals.

The Scope of “Operation Blackout”

Operation Blackout spanned Southeast Asia, the Middle East, and Africa, acting as an umbrella enterprise targeting industrial-scale, fortified scam compounds that weaponize human trafficking and forced labor to defraud thousands of citizens worldwide. It coordinated multiple intercontinental task forces, including Operation Zephyr Exodus, which took down Prince Holding Group in Cambodia, leading to the seizure of 127,000 BTC valued at roughly $8 billion to $15 billion over the course of the investigation.

The FBI coordinated Operation Sand Dollar, a joint effort with the Dubai Police and China’s Ministry of Public Security targeting Middle Eastern networks. This resulted in the dismantling of 9 scam compounds, over 300 arrests, the seizure of $300 million, and the liberation of thousands of trafficked workers.

Then came Operation Compound Fracture/Tai Chang Takedown, which focused on the Tai Chang compound in a militia-controlled region of Myanmar, offered a $10 million reward for information, and seized critical digital domains and malicious apps.

How the FBI Operated

The FBI deployed an operational model that focused heavily on the human trafficking aspect during Operation Blackout. According to the agency, this approach became necessary due to the syndicates’ strategy of luring global job-seekers with false visa promises, only to hold them in armed compounds under threat of violence to force them to execute phishing scams.

Starlink Geolocation partnership and proactive interception were crucial during the operation, with the FBI partnering with the internet provider to track satellite internet terminals that kept the remote jungle compounds online. The operation underscores the growing scale of cybercrime networks that blend financial fraud with human trafficking, requiring coordinated global enforcement efforts.
