- Sean Bowe proposes redirecting 52,560 ZEC annually from grants to the NSM reserve.
- ZCG’s existing treasury could sustain grants for 5.2 to 12.5 years without subsidies.
- The proposal could limit ZEC selling pressure but remains separate from the NU7 upgrade.
Zcash co-founder Sean Bowe has proposed redirecting the network’s 8% community grants subsidy to a reserve that withholds funds from immediate circulation. In a draft Zcash Improvement Proposal (ZIP), Bowe said Zcash Community Grants (ZCG) holds enough assets to continue supporting projects without additional automatic payments.
The proposal would preserve existing grant funds, miners’ allocations, and the 12% Coinholder-Controlled Fund.
Proposed Zcash Subsidy Shift Could Restrict Circulating Supply
Bowe’s draft estimates that the 8% stream currently delivers approximately 144 ZEC per day, or 52,560 ZEC annually. At an illustrative $1,300 per token, the yearly allocation would equal $68.3 million.
Instead of reaching ZCG, those future subsidies would enter the Network Sustainability Mechanism (NSM). This would reduce newly available ZEC without changing the 21 million supply cap.
For ZEC holders, the variation matters. The proposal could limit a future source of grant-related selling, but it does not establish how much ZCG currently sells. Existing reserves could still finance grants, while other market activity would continue influencing prices.
Existing ZCG Reserves Support Years of Grant Spending
According to Bowe’s original ZIP, ZCG held 91,452.98 ZEC and $8.8 million in cash, alongside $2.4 million in outstanding grant commitments. After accounting for those liabilities, the draft values available holdings at $125.3 million using $1,300 per ZEC. At $500 per token, that estimate falls to $52.1 million.
The Financial Privacy Foundation reported $1.53 million in first-quarter 2026 ZCG expenses, equivalent to roughly $6.12 million annually. Under Bowe’s higher $10 million yearly spending scenario, the treasury could last 12.5 years at $1,300 per ZEC. At $500, the estimated runway falls to 5.2 years.
Governance Concerns Shape Zcash Proposal Ahead of NU7
Bowe argues that continued automatic allocations subject additional assets to committee-controlled governance despite existing reserves. His draft favors coinholder decisions on future subsidy-backed grants while preserving ZCG’s existing authority.
That approach would limit further accumulation in the treasury. However, ending recurring payments could constrain future grant budgets once existing reserves decline.
The proposal remains a draft intended for a later activation. Separately, NU7 targets November 5, 2026, introducing 25-second blocks and redirecting 60% of transaction fees into the NSM. Bowe’s proposed 8% subsidy redirection is not part of that scheduled upgrade. The NSM’s planned reissuance of withheld value begins in 2031.
