- ZetaChain’s Proposal 2 vote closes November 7; the Solana migration remains conditional.
- If approved, its Layer 1 halts at block 20,755,000 around December 9.
- Native ZETA would move to Solana 1:1; Ethereum’s ERC-20 token remains unchanged.
ZetaChain is asking token holders to approve a move to end its Layer 1 blockchain and place native ZETA on Solana. Governance Proposal 2, submitted November 4, targets December 9 for the shutdown and a 1:1 token migration. The plan remains conditional: voting closes November 7, and no changes occur unless it passes.
The vote follows Proposal 68, which received 99.4% support in September for the migration’s direction. That decision left implementation details to this vote. Proposal 2 sets the snapshot, holder claims, exchange conversion, validator wind-down, and token supply arrangements.
December Overview Would Trigger the Layer 1 Halt
Under the proposal, ZetaChain would record balances at block 20,755,000, expected around December 9. The overview covers liquid ZETA, staked holdings, unbonding balances, and unclaimed staking rewards. At that block, the Layer 1 would stop processing transactions and would not restart.
Native ZETA would then become an SPL token on Solana at a 1:1 ratio, retaining its ticker. ZetaChain says the migration creates no additional supply. The foundation would mint the recorded value, then revoke minting authority. ZETA, already issued as an ERC-20 token on Ethereum, would remain unchanged.

Holders Face Different Claim Arrangements
Self-custody holders could claim through the ZetaHub portal from December 9. They would connect the wallet recorded in the snapshot and sign a message naming a Solana destination. Individual claims require at least 10 ZETA. Exchange customers would not need to claim manually; each platform would announce a conversion schedule.
Staked and unbonding balances, including accrued rewards, would transfer automatically, so holders would not need to unstake. However, ZETA held in pools or smart contracts cannot be claimed through an individual wallet. Holders should exit those positions before the snapshot. Hacken is reviewing the portal and distribution program, with its report due before claims open.
ZetaChain Plans Validator-Token Burns and AI Launch
The proposal would burn about 55 million ZETA in undistributed validator emissions through 12 monthly transactions in 2027. Each burn would remove roughly 4.6 million tokens. Solana-based ZETA would have no new inflation.
ZetaChain also plans to launch ZetaLabs on December 9 if the proposal passes. The private AI application targets market research, combining multiple AI models with live financial data and encrypted user memory. ZETA would support payments, premium access, and product governance.
If the vote fails, the September decision supporting migration remains, but ZetaChain says it will return with a revised proposal. Until holders approve the implementation plan, the December shutdown and Solana conversion remain proposed steps.
