The Crypto Clarity Act failed to win enough Senate support Tuesday, falling short of the 60 votes needed to advance the legislation. The setback stalls Congress’ effort to establish a broader framework for the US crypto market.

The vote followed weeks of negotiations over more than 600 pages of proposed changes. Talks broke down over ethics provisions and concerns about crypto ties involving senior government officials, preventing lawmakers from reaching a final agreement.

Senate Defeat Stalls Crypto Legislation

Senator Cynthia Lummis made a final appeal before the vote, urging lawmakers to complete negotiations. “Do not let this day be the day we handed our future to someone else because we were too afraid to finish what we started,” she said.

The bill aimed to establish clearer rules for cryptocurrencies and give the Commodity Futures Trading Commission greater oversight of digital-asset markets. Its failure leaves regulators to continue developing rules without the broader framework lawmakers sought to establish.

The Securities and Exchange Commission and CFTC have already pursued separate crypto initiatives. SEC Chairman Paul Atkins has said congressional action is needed to provide those efforts with a stronger legal foundation.

Industry Faces Uncertain Path

The industry secured a policy win with the GENIUS Act in 2025, which established a federal framework for stablecoins. Supporters of broader crypto market rules may now seek another legislative route when the new Congress convenes in January.
