Russia has taken another step toward launching its regulated cryptocurrency market by introducing new rules for digital depositories and organized trading. The Bank of Russia aims to build a structured framework before the broader crypto legislation begins this fall. 

Consequently, the new standards focus on strengthening market transparency, investor protection, and operational stability. Regulators also want digital asset infrastructure to meet financial standards similar to those governing traditional securities markets.

New Standards for Digital Asset Providers

The central bank requires digital depositories to maintain capital ranging from ₽50 million to ₽250 million. The required amount depends on each firm’s business model and services. Additionally, operators must hold liquid assets with strong credit quality to support financial resilience. 

Digital depositories will record cryptocurrency ownership, manage digital accounts, and maintain transaction records under standardized procedures. Moreover, electronic platform operators will oversee settlements through designated nominal accounts.

Rollout Begins in September

The framework aligns with legislation allowing cryptocurrencies in cross-border business transactions while preserving Russia’s domestic payment restrictions. Most rules will begin on September 1, 2026. 

Furthermore, firms must achieve full compliance by July 2027. Authorities also plan additional fraud prevention measures later in 2027, reinforcing confidence in Russia’s evolving digital asset ecosystem.
